IS THE CHINA –AFRICA BELT AND ROAD COOPERATION AN EXTENSION OF PAN- AFRICANISM?

A Politically, Socially and Economically free and United Africa has been the hope of many old and Neo Pan- Africanists. Despite the movement’s ideological inconsistencies, Pan African thinkers still agree on one thing, that is, Africa should be United and Free.
Post Independence, the Pan -Africanist movement formed the Organization of African Unity (OAU) what we now call African Union (AU). Despite the progress, at the broad level the organization still faced a loss of unified goals and fell short of an idealized single state of Africa. For example Nigeria offered a more Capitalist, Pro-western vision while the likes of Kwame Nkrumah envisioned a more centralized and Socialist Africa. In present time, the AU’s goals continue to exemplify some of the original tenets of Pan -Africanism such as promoting African unity and development, defending the Sovereignty of individual States, intervening in cases of Human Rights abuses and War crimes.
Based on time honored history, China has always attached great importance to its relations with African countries. The People’s Republic of China helped African countries in their struggle for independence from colonial powers and pledged to aid the continent’s economic development. More than 4 decades later, we continue to see the presence of China on the continent still promoting Pan -Africanism, Peace , Cooperation, Openness , Inclusiveness and Shared Development through the China –Africa Belt and Road Cooperation.
Furthermore, it has also been observed that B.R.I has promoted Pan- Africanism by : promoting trade with and within Africa, strengthening closer exchanges through multilateral mechanisms such as the Forum for China -Africa Cooperation(FOCAC) and China-Africa People’s Forum and Young Leaders Forum, providing easy access to infrastructure development financing, enabling African Modernization by Connecting Africa through extensive infrastructure development of railways, roads, ports and airports for example the $ 4. 5 Billion Ethiopia – Djibouti railway in East Africa. Therefore, from the above one can easily conclude that the China –Africa Belt and Road Cooperation is an extension of Neo Pan- Africanism.
